But Kaliningrad is not connected in any way to Berlin-nor cultural, financial or any. It operates under russian laws and regulations which usually don't care about "prettines of the streets" and is funded by Moscow therefore it is poor even by russian standards and in addition to that its isolated therefore everything is expensive there.
