IMO this isn't independent of Japan's New Age culture that was a thing in the 70-80's where people saw Latin/South America as some sort of mystical place and the last refuge for humanity after the nuclear apocalypse in the First and Second Word. As Brazil is the most powerful nation in the region, it was somewhat convincing to feature it as the core of an upcoming world back then. You can see the influence of the culture on lots of Japanese stuff of that period.
