The school district gets a choice in what they want to use but ultimately it's converted into a numerical value. Also university entrance examination is numbered.

A, B, C, D represent passing grades on a scale

F isn't meant to be a grade on the scale, it's meant to stand for "Failure"
You pass and get A,B,C,D
Anything below that is failing. It's a coincidence that it happens to just be missing E.

I've seen E introduced into the scale in some weird schools and in a handful of Asian schools. It usually is 50-59%, and with the rest of the regular letter grades filling in the rest in 10% intervals. 2bh it makes more sense than the weirdly unfocused or arbitrary grading scheme that schools tend to use, where the gradations are in weird 12.5% intervals, or A encompasses a whopping top 20% for no rational reason.

We do too, but only in primary school (FB, B, S and I). Aterwards things are graded on a scale from 1 to 10 with 5 being the lowest passing grade.
