lmao you can't be serious. You've been smoking something monkey. Everyone in those places here has running sewage, garbage services, etc. I highly doubt your favelas do. Even if they do they are probably incredibly unreliable and inefficient in comparison.

Pic related is something you won't find in an America city. Our ghetto denizens can still afford clothes, cars, food, computers, smartphones etc. Only thing I can think of in comparison is homeless people, and they are a tiny proportion of the population unlike yours which are a significant portion. Even than it doesn't matter because you also have way more homeless people than us undoubtedly.
