It's that bad literally everywhere in the world, unless you are in luxury part of the city, which usually are heavily guarded. I've traveled a bit, and can tell you that you will get in trouble pretty much everywhere if you are clueless. If you stay in "tourist safe zones" which means within 1km range of any hotel, you will be fine.
