Based on what? Your government's "evaluation" where it made up numbers because it had already decided no what to buy but wanted to look like it wasn't an American puppet state? It was a complete farce and you know it.

Gripen is internationally recognized as capable plane in its category. It's true that it's not on par with the F-35, but that's not what it was designed to do. Just because you can spend billion and billions on a plane cramming it with the best of everything doesn't necessarily make it linearly better than if you hadn't. There's very much such a thing as marginal utility in the field of jet fighters.

Nevertheless. Our new multirole plane is also part of our plan for our new missiles. I don't agree with most of what our department of defence is doing nowadays, but choosing a multirole-plane (not necessarily f-35) that could use these missiles was the best choice long-term, with the money we are spending on the defence nowadays.

Choosing the multirole plane F-35 may have come down to sucking USA's cock, but frankly USA is the most important ally Norway has. Without USA we could not have relied on anyone to save us. I mean, I guess Sweden and Denmark would aid us, but you may not have the capability to do so. NATO is not really a great alliance, it's a bunch of countries that will use any excuse not to join a call to war. I don't like licking the balls of USA, but it's what you do in a prison full of people that will kill you.

You have 14 Gripen, 2 of which are the two seater D variant for training purposes. It's not really necessary to have more than that considering the size and shape of your country and the fact that you're surrounded by NATO and EU countries.

Gripen does what it needs to do.
It is designed to be a effective weapon system, not a outstanding singular airplane.
Better to be able to afford more, have more time in the air, utilize short turn-around times and low ground crew requirements and use ad hoc runways.
Due to increasing effectiveness of the robots(missiles) and other weapon systems mounted on the plane, it was thought that having a plane that is reasonable capable was enough, since the extra performance from say a twin engine design is just not worth it.

Is it the correct assessment? Maybe, not an expert. It performances well enough in war games and suits the Swedish military.

yeah, most of the government has had severe deficit at almost 5% the GDP for a few years now, and the current one is not so willing to finance it through taxes or money printing so a bunch of institutions had cuts
especially the military, wich makes some sense actually
we have no enemies, the only ones that seem wary of what we do with our military are the brits, and they get more pushy according to how much activity our military does, so ironically on our situation, cuting the military budget lowers foreign threats a little
also the reason why the modernization of our fleet was kicked forward so many times this last couple of decades
