It's not Microsoft's fault, there are vertical-text appliances out there (how do you think books and manga get typeset in Japanese?).

It's just to fit the layout of the rest of the Internet, you have to necessarily have a horizontal scipt layout.
And if nips can read just fine in horizontal mode, so can Mongolians,

Right to Left doesn't alter page layouts. The space taken is still the same, just the reading direction changes.
Vertical text, on the other hand, doesn't fit in places like 4chan or Facebook because the layout would be completely destroyed..
