Take a look at your demographics factoring in new born children, you'll be a minority once the older generations die off. You rarely see many non-Japanese in Japan, only a handful of tourists. Compared to their current population numbers yes it will shrink for a time, but I've already explained that. Not to mention how many cultural and economic factors are affecting the birth rate. If the toxic work culture went away, and less people to compete with in the job market making a beneficial labor shortage increasing wages than there will be more births.
