In most countries the prime minister / Chancellor is the one who actually governs, in France it's the president except when the prime minister is from another political party.

Maybe in the US although I'd have my doubts about that too. But Europe has an environment that's decidedly not liberal. The worker is protected by assloads of laws and agreements that only the big companies can handle. It's no wonder the unemployment is so high. Also, work is highly taxed to feed the social state.

Not to mention a lot of big French companies are part state owned.

Manuel Valls was always part of the right-wing of the socialist party so it's no surprise really.

It might actually be smart for them to do economic reforms with a new party because otherwise the old socialist party would surely die after having discredited itself with being more economic right-wing than the former conservative governments.

I don't know which war you mean but the welfare state didn't exist pre-WW2 or it sure as hell wasn't as ubiquitous.

It's an invention of the 60s and 70s and coincides with an increase of unemployment from that period since all those welfare state benefits came with higher taxes.
