Cluster of small nukes. If you shoot down the missile though, the warheads won't go off because of how the arming and ignition systems in them work.

I'll give you a classic example, that being the Titan II that exploded in an Arkansas silo in 1980. The warhead flew a couple hundred feet but didn't go off.
