That's absolutely correct, but it's still worth noting and considering. I think Latin culture has more to do with it, as the more southerly, warmer places (Colorado, New Mexico) had strong Spanish and light Italian influences. The big problem there just seemed to be simple laziness and an attitude of being okay with whatever was "good enough" instead of doing something well.
Places settled by the French tend to be corrupt af (Illinois), and places settled by the English (New England, Pennsylvania, eastern Ohio, New York) seem to be more industrious and honest.
