Paraguay had totalitarian dictatorships since independence.
In the 1700s Prussia in Europe went from being a Sweden-Portugal tier country to a Superpower because of a military genius, this guy, https://es.wikipedia.org/wiki/Federico_II_el_Grande
and in the first decades of the 1800s Napoleon did the same in Europe.

Solano Lopez thought Paraguay could be the Prussia of South America, and conquer all the river plate basin area which includes Argentina, Brazil and much of Southern Brazil.
It all backfired terribly, and he commited suicide thinking Paraguay would be erased from the map, like Hitler.

All the things you will read about how the war was caused by the evil English and how Paraguay was becoming an industrial power are bullshit.

the northern limit with Brazil was disputed. That is true. What is now Mato Groso do Sul, but Paraguay and Brazil the limit was on two rivers named xxxxxxxx (weird guarani name) but they disagreed on which ones were those rivers.

But the war happened because Brasil was helping one of the two political parties of Uurguay in a civil war.
He wanted to get involved in that and attack Brazil. He declared war on Brazil, attacked brazilian forts in Mato Grosso, and asked Argentina to let the Paraguayan army cross Argentine territory so they could attack Brazil in Uruguay. Argentina said we cant do that, and he invaded the Argentine province of Corrientes.
