Early communist years were no much different from that desu. It was WW2 that have turned Soviet Union into crazy militarists with insane desire for military spendings over everything.

A pretty normal brutal absolute monarchy for most of its existence. Not as backwards as it's sometimes portrayed, they were modernizing at a decent speed in the late 19th/early 20th century but WWI put the lid on that. Definitely still brutal though.
Like in 1905, a crowd of Russians in St. Petersburg did a march/demonstration in front of the Winter Palace, singing "God Save the Tsar", and the Tsar's soldiers murdered them all. That's the kind of place Tsarist Russia is.
