I blame serfdom. In Austria-Hungarian Empire and especially in Russia Empire serfdom was more close to what now we'd call 'slavery'. Just imagine when 80% of population were slaves. That was a pretty fucked up situation, wasn't it? In Russian Empire serfdom was abolished only in 1864, but conditions were harsh - former serfs became tenant farmers etc etc.
