France is like the second or third strongest army in NATO. Obviously Polish army leaders are scared of an alliance between Russia and France. Just look at there reaction when France tried to sold some ships to Russia. They were even harsher than the USA on France.

And there's no significant export bans. The sanctions are mostly individual punishment for rich russians + some military tech export bans. It's actually Russia who introduced import bans as retaliatory measure to ensure that common people suffer alongside the oligarchs.

As long as the persons or companies are not on the sanction list, France is free to sell them military ships
