Yes they are. Because they live in a cold climate they need to plan to survive. They have to learn the harvesting seasons, work together in a community, prepare extra clothes for when the weather goes really cold and develop building techniques for robust and insulated houses.

I'm warm tropical climates, there is only a wet season and a less wet season. No planning needed, just walk outside your palm hut in the nude and throw some seeds in your garden. They will grow all year round. Easy.

That's why there's so many countries along the equator that are full of retards.
