You'd have to majorly repopulate and massively terraform the frozen north or the deserts, preferably with good 1st worlders. If you really want Canada to be as economically dense and prosperous as Norway (or Sweden/North Germany if you want some heavy industry) but multiplied to the size of Canada to create a true billion strong hyperpower with a GDP in the tens or even hundreds of trillions of us dollars.
