England, Scotland, and Ireland are all lieutenancy areas (ie. historic counties). They are consistent. The inconsistent part of the UK is Wales, which uses the current divisions (called "principal areas").

If Wales were switched to lieutenancy areas (historical), the whole UK would be consistent. The problem, and the reason Wales was left alone, is because the historic divisions of Wales do not have flags or seals.

the LA (historic counties) serve ceremonial purpose and are commonly used as identifiers by the populace of the UK, and Wales is modern divisions because historics have no source material to make flags from
