Because the Canadian Shield cuts through much of the Eastern central country, making widespread infrastructure quite a problem to build and maintain due to really varied terrain, while further north is tundra and arctic.
The middle central country lacks as much centralized water and general resources making little reason to build there. What areas are good turned to be turned into farm land as the climate is pretty predictable and the soil good for growth.
The western central country is sheered by the rocky mountains, so building a large city there is just a no go since the Canadian Rockies are not plateaued and city friend like in Colorado.
This leaves the western coast, eastern coast, eastern Quebec and south by the border as the only generally good places to build large, sprawling cities and mass infrastructure.
A child fresh out of 4th grade geography can figure this out. Now maybe Canadian 4th grade geography is like 12th grade Geography in the US education system but try and at least Google yourself a basic understanding before trying to act like an expert.

Tragically Hip is a pretty bad example for a successful Canadian band, given that their success is entirely within the country. They're basically Canadian Folk and sing about nothing but Canadian life, beliefs, culture, and people so their music either doesn't connect or is too simple for most of the rest of the world.
If you're wanting Mainstream appeal, go with Rush.
If you want Indie try Arcade Fire or Broken Social Scene, though they aren't as big anymore.
