it is not about space itself but working in space with relative temporal frame as a citizen of an earthly body
so what we have is a problem of locality in region i think what will happen is you make the instrument of travel the frame for taxation including time
you will be on this spacecraft for x time and be taxed for x time at r1 rate regardless of the passage of y time on earth at r2 rate etc
as spacecraft are stopped they are assessed periodically for speeds as to lessen the impact of temporal tax violations
