It's also legal in Bulgaria for video and music content.
It's illegal for games.
It comes from the right to listen/watch from a recording for personal use regardless if you have the authors permission.
Making the recording is illegal, but due to the nature of torrenting nobody really send the entire movie/song in one piece so it's not actually a crime. Only the original uploaded can get fucked.
Games don't have that right associated with them so you get busted for them, except NOBODY ever gets persecuted really.
All this according to my professor who owns a law firm.

You can't just "download a torrent".
When you download a torrent you are uploading at the same time and the uploading part of this is punishable in Germany. On the other hand you can just download files on filesharing sites and you will be fine.
