I wouldn't take these maps too seriously and as maps go; this is a pretty bad one.

Just because a military base is there, does not make it a high priority target.

Nuclear targeting in general terms is divided into two categories. Counterforce and countervalue.

A significant amount of warheads would be used into attacking counterforce targets and holding any left in reserve for inter-war deterrence.
