Is this a joke?
In the eyes of the government, especially the US government, the space program is mostly a jobs program, with some science on the sides. Look at projects like the SLS and Orion, they are made inefficient on purpose. Maybe government was the way to go earlier, when the technology was at it's complete infancy, but right now, SpaceX and BO are doing great stuff, at a fraction of the cost.
