People need to volunteer to get bumped. What's SUPPOSED to happen (and usually does) is that the airline will offer a travel voucher worth $X if someone volunteers. If there aren't any takers then they make the voucher worth more and if they get desperate will start offering cash and hotels. Clearly in this instance the airline just refused to offer more than a set amount and just decided to start kicking people off, which IS illegal (which is ironic considering they got the police to do so)

The airline has to pay you up to 400% of the one way fare depending on how much you will be delayed according to FAA rules. The airline usually tries to negotiate for volunteers before this happens though and they keep increasing the compensation until someone takes it. If nobody takes than they defer to FAA rules and bump people involuntarily. The forcible ejection doesn't merit any tortious liability given the man's uncooperation in moving for a presumably long period of time. Most of the 'shock' comes from his over-the-top reaction, rather than anything the officer did wrong.

This will be settled out of Court for an undisclosed sum, probably in the hundreds of thousands, just to avoid further publicity of the stunt and a potentially irrationally high punitive damage award by a jury. Frankly, this so-called "doctor" doesn't deserve a penny, but he'll get a nice fat payout.
