This is garbage. Song in many aspects was as great if not better than Tang. Plus the nation wide exam system started in Sui, Tang became great politically and culturally largely because of the unprecedented talent pool provided by such system. Plus the exam wasn't just written, you had to pass rounds of interview with higher-ups, if you were an autist who can't hold an intelligent conversation you have no shot at an office.
