Depends on the state. Usually a combination of soup kitchens, homeless shelters, and mostly works social programs. Some states give them a place (open ground) in the city center where they can live so that they'll be in the public view and people will hypothetically care about them more. People don't.

I don't get it, why can't we just round these hobos up and leave em in the woods to die, they obviously failed at life so trying to put them in some program will just be a waste of time and money, I think if they were stranded in the middle of the woods they'd either fix themselves up or die trying.
