Brazil did the same with "Ordem e Progresso", since it comes from something like "Amor por primeiro, depois Ordem e Progresso" (First love, then order and progress), implying that they already have the more important of the three, love, presenting the other two as a bonus more than a goal, but they get shat on all the time for it.
