Its quite complicated, you need to proof that you are here to work, even if you get residence (4 to 6 years living here, passing exam, learning spanish, working, etc) you cannot protest or take part in politics, since that`s a citizen by birth right, but after that you may have universal healthcare and if you want to attend uni for free you just need to apply with legal status here, no need to be a resident
