Amman is cleaner and less degenerate but Rio is more free and fun as a result of being more degenerate. Tough call but probably Amman

Rio is fucking gorgeous and an amazing tourist place, but I can't imagine living there long term.
I'd probably choose Amman. Expats tend to live like kings and it's a good base for travel if you want to go to Europe, Asia or Africa.
