The standards differ. In "1st world countries" if you're a white male and accidentally look at a woman and specially if you say "hi" you're automatically categorized as a 3rd degree sex offender, regardless if there is evidence to prove that or not. If you're not a white male then there isn't really much you can do that would make you a sex offender, because after all you're merely acting out on your culture.

In "3rd world countries" you'd have to actually insert your wiener inside a woman without her consent, or at least touch her inappropriately in order to be categorized as a 1st degree sex offender, regardless of race, where at least some concrete evidence is required.
