Australia wasn't even a penal colony by federation. Our populace was rather heavily farmers who came to Australia on their accord in an attempt to establish a new life, incentivised by being given land plot allocations.
America was a far larger penal colony than Australia ever was but it never became a meme. There is probably something to do with both the British and Americans not being able to take a joke. Australia didn't really inherit those colonial insecurities like the aforementioned nations have fostered.
