Cold war, there is an old bomb shelter around every corner in Sweden, most schools and public buildings have one with a bunch of smaller ones in apartments. The vast, vast majority have not been maintained properly though so they're mostly unusable.

Basements are pretty comfy when I first saw them when I went to New York. Wish Florida had them but we can't because we are sinking.
We don't have basements because we live in commieblocks. People with detached houses have them, but they are usually storerooms for potatoes and homemade pickles.
Yeah sure we have basements. But most people only use them to store tools, bicycles, freezers, washing machines etc.
In the 70s it was popular to refurbish a room in your basement as a party room. So some houses have a bar with stools, lights and a soundsystem. But that's rather rare.
