Tourist. I'm staying in Brussels since there are almost all hotels and prices aren't too high and you can easely get to any other place in the county from there. But Ghent and Bruges are on my list. Although I'll spend one day in Brussels anyway.

My advice would be Bruges, Ghent, Antwerp, Leuven, Ieper and Mechelen in Flanders.

Namur, Dinant, Bouillon, Bastogne in Wallonia

If you're interested in WW1 Ieper and it's surroundings is the place to be. Rent a car though if you want to get there quickly and visit all the cemetaries
