Those are the relatively macro circumstances. When it comes to micro and specific industries facing problem, it is more complicated.

Because their tradition of working hard has been destroyed by communism. Those who had a drive in them migrated to the US or Western Europe. The poor plebs were turned into entitled homo sovieticus. Education is still a low paying job. The rich are largely those who knew the commie system very well and knew how to steal from it in its death throes.
