Well, even where English isn't taught (most wealthier people in other countries learn it though), I've heard other people say they learned through videogames, movies, and just straight up talking to English-speakers online. While I don't think anyone learns English solely to shitpost (unless they work for Putin), I guess it can't be ruled out as a possibility.

And i doubt that you don't realize that the most of modern media (movies, games, books, music, 4chins) is in English language. More than half of the internet is in English. By consuming this media, it is not so hard to learn at least written English on a somewhat decent level.
