No, I think it was shut down by the FBI because of the CP that (allegedly) was spammed on /b/. The KC servers were in the US, after all.

I don't think there's a rule that says they must.

In any case, like you, I wouldn't be surprised if KC is up again sometime later this week. This has happened before, after all. And the rumors of its demise were no more or less credible then.
