which one would you recommend for someone looking to study? (higher education) - Part-time work is involved too.

Everyone tells me Tokyo mainly because you have more opportunities, given that the city is gigantic - but I feel my Japanese won't progress as much as it would in Kyoto or smaller cities given the chance to rely on English.

Like, if you had to give a simple list of pros/cons of each one, what would those be?
