Sorry, but in reality the difference is like 60-80 years. And even then IIRC the reason was that when they did it in the Baltic governorates more or less contemporary with the rest of Europe the local authorities fucked the process up so badly the government went "yeah, well, fuck this emancipation thing" for decades.
