The Tory Party is not united, the Cameron wing is pro-immigration because it is more firmly aligned with big business. The wing that Theresa may is from is more anti-immigration because they believe it undermines unity of the society. When Theresa May was home secretary she was not able to push through a lot of the anti-immigration measures because Cameron disagreed with them.

The reason it failed witgh Germany was because your government was not willing to enforce deportation. While even Cameron was willing to enforce deportation of those who overstayed their visas.
