Is it true that Japanese people hate black people?

we have some black celebrities loved by anyone, who vary in their characters(intelligent, funny, strong etc)
but we also sometimes cannot help having negative feelings on black strangers attired informally.

My English ALT was a black American. He was humorous and made me happy. He was good at singing. Black people are not discriminated .
