Entertainment, and small events in public places. Americans drive everywhere, so you can't really do it in the street. Has to be a place like a mall or in the case for very small towns, wallmarts.

The US does have welfare and a safety net.
From SNAP, subsidized housing, Medicaid, and lots of other benefits. But the thing is that the safety net is a SAFETY NET. Not a comfortable mattress where 10% of your population is unemployed.
