From what i gathered in ulfric's dossier, he was likely an operative BUT turned into a loose cannon and defied the thalmor, cutted off communication and started gathering followers to uprise.
So his course of actions seen in-game was thalmor's favour gone wrong and there's no follow-up after taking over Solitue. There's no telling what his plans going to be, even from the thalmor's perspective IMO.
