But my friends who don't speak sinhala or tamil manage fine
one was pulled over by the cops for forgetting to turn on his headlights and didn't have any problems with communicating

Well, it may be different outside of Colombo though, seeing as there are more advertisements and signs in english than sinhala or tamil in the city, which is not the case outside it
