We did initially claim that. It's just forgotten now, especially after World War II when the Allied Control Commission and our commie traitors wanted that idea dead.

We experimented with the idea of claiming that and inviting White Russian exiles to be part of the government during World War II. Kerensky would have come but we already had Mannerheim who told the government that he is out if Kerensky is in.

We also started setting up a White Russian army from prisoners of war but it barely made it to the front before the 1940 peace treaty. I think at that point the would-be leader was Stolypin (son of the famous Stolypin).
