In ancient spanish a shitload of words would start with an F, but with time language changed and some of those would lose the F phoneme.
Having an F sometimes be pronounced and sometimes not was retarded, so when it was silent an H was put in place.
Sometimes, in rare occasions and contexts, the old word is still used, e.g. "foja" for "hoja" is commonly used in legalese.
