I think the Earth is large enough so that traffic from, say, Moscow, through China - Pacific Ocean - America - Atlantic Ocean - Europe will introduce noticeable latency. Circumference of Earth = 40,075 km, so let's say 30,000km for that route, 1/10th of second at the very least.
