That's because cultures that use spices lie closer to the equator due to the fact they dissuade bacterial growth. Chile and Argentina are pretty far beyond the equator and the former has high mountain terrain, so they have little need for that.

Conversely speaking cultures with a habit for eating raw meat all live towards the poles where the temperature and climate retarded bacterial growth and allowed for longer periods before spoilage without the need for excess spices or lots of cooking.
