This is not about the actual cases of sexual harrassment but about what do people in each country undestand by the term "sex. harrassment" and how often women complain about this.
I'd not be surprised if in Sweden girl might think that you harass her sexually by opening a door for her or giving her a place in a public transport, while in other based countries like Poland it's absolutely ok.

the grouping of baltics + finland makes no sense at all
because seperating lithuania means you are talking about history and traditions. (they are catholic, latgale should be coloured as "ok" aswell then)
because besides religion there are very little differences between lithuania and latvia
