The economic and social growth of these countries reflect that. I can definitely see Ghana, Botswana, and Kenya becoming first world in the next 30 years.

To have a large industrial base, you need capital, education, infrastructure, knowledge of the land, and the ability to rebuild all of the above.

You see, its one thing to be reach, and then leave for another nation to study.
Its another to come back, and realize there is lacking fundamentals to do anything with what you acquired.
So to do anything, you need a external force to build the basics. Like, roads are terrible for transportation of cargo. Roads also doesn't mean anything if they don't go the last mile, because driving 10km/h in all wheels mode on a land freight mobile is generally a horrible experience in every single way.

And i think medicine is the worst example, while health services relies on infrastructure to work. Even if it can be made without special tools, spreading that over a few hundred clinics, alongside training, requires a lot of abstract infrastructure alongside roads/boats/trains.
And generally, the training is worth far more than the medicine, so is literacy.
Literacy combined with information is worth more than medicine, because it means the average citizen can start KNOWING what to avoid, or quirks, to avoid getting the illness. Or what part of the diet needs to improve.

2. Civilian comments

The governmental comments is mostly true, and remains a stark contrast compared to what happened in China. They did take over, already having a lot of the government chain in access, and failed to uphold the same improvement pace Whitey did.

Those infrastructure is limited to that though.
Colonial infrastructure (resource extraction colonies to be specific) cannot meet the need of a nations infrastructure because they do not match at all. Colonial infrastructure is the bare minimum to meet the needs to extraction and the administrations needs, not the populaces at all. That means that the stuff needed to develop and assist a populations growth are dead last in priority. The gap in utility between a nation and a resource colonies needs are massive, the latter you can cut corners and just neglect things that don't meet your bottom line of trying to turn a profit out of some jungle bunghole and the former now you actually have to give a fuck.

African societies try to invest as much as they can in education despite the budget issues and send people abroad to universities to bring expertise back. You think that they do nothing with education at all?

I spent a few months in Ghana, and although I agree that it will probably be first world in time, it's still a long way off. Even in Accra there's a brand new mall which looks first world, but it's still surrounded by undeveloped land and shacks. I'm not sure about Kumasi (2nd biggest city), but the other cities I visited were still pretty third world in terms of their houses, shops, roads, etc. Weirdly though quite a few of them do have nice cars - the family I lived with, who were rich by Ghanaian standards but still lived in very basic conditions, had a big 4x4 which would have probably cost about £30-40k over here.

They do do innovation but it's only useful instead the countries because they fit THOSE COUNTRIES NEED or they just don't get noticed because it's irrelevant to most folk outside of those countries. Saving money the issue is that after spending money on covering costs of living there's not much else since for example school is still paid for. On top of that bank penetration is limited but it's growing pretty well in many parts and new innovation are being used by local entities to expand the bank userbase such as mobile banking or lower bank costs. Following that cultural thing is that many people in the continent is that sharing money with family and helping family is very common so that take a toll on what money you can save.

Education many families try to pay the cost of education if they can but many families can't pay for is so kids have to drop out or have gaps in schooling. Many nations try to bring their education up to par but like I said before budget issues are a big problem and Public school implementation is a still very new thing on the continent since African education has always been "pay out of your own pockets" during the colonial era and post independance. When the educational institutes are there or parents have the money they will drive their kids to pursue education. Another issue is language of education which also contributes to school dropouts early and later but that's another issue.

Botswana, Kenya, and South Africa, Egypt, Tunisia, Morrocco, and Libya have a chance. I'd give it 30 years and they'll all be first world. Places like the Congo will probably never be first world.
