Pretty much. Also, Rome's timeline was very vast. The early Republican period was very different culturally then the late Empire period. So, just within Rome's lifespan you have many different cultural attitudes about women and sex.

I mean, I'm sure even in the later Republican period women and sex were socially regulated, but perhaps people were not as concerned about it as, say, during the early Republican era.

In European society it was to cover and protect the hair, like a hair net.

You don't want hair falling in the butter you're churning etc.

Having your hair free it can break, get damaged from the sun, and become frizzy.

People didn't get as many nutrients back then so i imagine having your hair fall out everywhere was a worse thing than today when it just fills up my vacuum cleaner.

So it was mostly to cover and protect the hair.

You can imagine that them being viewed like that arose from the use as a sun shield. Women were seen publicly with the scarf because they used it to shield themselves from the sun. They only let it down indoors with their close family.

One author of medieval clothing writes of headscarves being worn constantly by married women in Europe before 1500s, but the reliability of it is uncertain.

Yes for some it is religious, as it is today. It's a sign of modesty to cover the hair. Of course not every society needs to be restrictive and overwhelming religious, like you could have the value of modesty and cover the hair when working etc but show it off sometimes unlike in strict religion. Most religious tradition has a practical origin and this is it.

Girls under 12 are not required to wear a head covering either, and dress standards are also somewhat relaxed for older women.
